  “冻结台独党纲”提案20日在民进党“全代会”遭到冻结,交由中执会处理。香港中评社今日发表观察文章指出,提案反遭冻结的缘由在于,今年并不是处理两岸议题的关键年。文章说,明年上半年,可能是民进党重新审视两岸战略与策略的关键期。

  台湾地区领导人选举前一年通常是政党的政策转型年,陈水扁赢得2000年台湾地区领导人大位,民进党早一年在1999年通过“台湾前途决议文”;蔡英文2012竞逐大位,没有提出新决议文,由“十年政纲”上阵。当时外界普遍感受不到蔡英文消弭两岸紧张、面对新情势的见解,败在两岸成为她此生最大遗憾。
  蔡英文会不会记取教训,在2016台湾地区领导人选举提出适应新时代的新决议文?不少人有此期待,若是如此,明年上半年开始就要重新检讨并审视两岸政策如何调整?新决议文内涵为何?甚至“冻独案”卷土重来?不论哪一种方式,明年上半年,可能是民进党重新审视两岸战略与策略的关键期。
  蔡英文把涉及“台独党纲”等争议性提案交付中执会处理,甚至说“未来不排除再开党代表大会进行后续处理”,引人遐想。有人解读或许“冻独案”可能卷土重来;蔡阵营则认为,这只是蔡客气与尊重党代表的态度。实质上,“冻独案”形同遭到搁置。
  熟悉绿营政治生态人士分析,民进党两岸议题是否有新作为,应该先观察蔡英文是否启动“中国事务委员会”,“中委会”有没有讨论党纲?是不是要提出新的“决议文”?甚至冻结“台独党纲”?另一个重要关键则是,党主席有没有在“中执会”提案,如果蔡英文明年对两岸议题以党主席名义提出,表示该案十之八九不离十应可通过。
  年底“九合一”选举蓝绿胜负也会牵动民进党调整两岸政策的幅度与深度。如果绿营大赢,2016胜率跟着大增,大幅调整两岸政策机率可能不大;反之,两岸议题势必得做更大让步。
