&&& 射洪瞿河100亿农副产品生产加工园侧记 　　■园区建设1年来，已入驻金川公司、五斗米公司、中力公司、民建公司等市级以上农业产业化龙头企业4家，园区产业工人达到1200人以上，年生产总值达到20亿元。 　　■到2015年，力争园区引进农业产业化龙头企业40家，培育名牌农产品20个，销售收入达到100亿元，实现农民年人均纯收入1.5万元。 　　 　　射洪的工业经济在四川的县域经济发展中还算得上是出名的，有4家上市公司，有100多家规上工业……光沱牌1年的产值就50多个亿，在2011年，更有美丰工业园成为遂宁市第一个百亿产业园！ 　　但是，2011年的全省“两化”互动现场会，射洪作为此次会议全省唯一的县级入选地，也成为现场会的分会场之一，射洪推进“两化”互动的成功经验得到了与会者的一致认可和高度评价。 　　也是这个时候，射洪人更多地是看到了自己的发展短板――农业。 　　作为丘区示范县，没有农村经济的小康，射洪不可能实现小康，没有农民的富裕也不可能有县域经济的腾飞。于是按照“用抓工业的思路抓农业”要求，以“加工引领、龙头带动”为抓手，以“两化互动、统筹城乡、产城一体”为重点，以体制机制创新为动力，以促进农民增收为目标的新农业经济发展思路被提出。 　　瞿河百亿农产品生产加工园成为实现这一思路的载体，在这一平台上围绕促进农民增收，农业产业发展，推进百亿农业园区的建设，切实体现了射洪人发展农业思路的三大转变。 　　从只注重生产向生产、加工、销售并重的转变：延长产业链条，促进农产品上档升级，支持加工型龙头企业加强技术研发、设备改造、品牌创建、市场开拓等工作，大力发展农产品精深加工。 　　从分散经营向适度规模的转变：园区重点扶持畜禽食品、休闲食品、调味品、菌类中药材等加工型龙头企业，大力开展农业招商引资，扶持一批大型加工龙头企业，形成以产业基地为基础的加工基地。 　　推动农村发展向主要依靠科技进步，劳动者素质提高和管理创新的转变：加快农村新型农民培养和农业科技成果转化与推广应用，提高农业物质技术装备水平，推动农业农村发展向主要依靠科技进步、劳动者素质提高和管理创新转变。 　　思路的三大转变，加快推进了农业产业化、现代化、园区化，推动了城乡统筹发展，让射洪瞿河成为拔地而起的一座“新城”。

覃德刚的警号和工作地点。图据网络“我现在城里4套房子，门面3个，一个门面就值上百万”“我一晚输都要输4000以上，我们一场下来输赢都是几千，有的时候还上万”“我现在手下三四十号工人每天都干活，这个项目是四五个老板合伙的。”7月8日晚10点22分，网友@公民监督员发布微博称，射洪(微博)瞿河派出所所长在一段录音中自曝赌博一晚输掉4000元，自称有多处房产，价值不菲，参与经商。昨日上午，记者从射洪县公安局获悉，经县纪委县公安局联合调查组调查，渠河派出所所长涉腐涉赌没有直接证据，但其“吹牛”的言行给公安系统造成了恶劣影响，射洪县公安局决定免除渠河派出所长覃德刚职务。网曝 派出所长涉腐赌博“派出所所长自曝一晚输掉4000元，房子4套，门面房3个，每个门面房都值上百万。如此巨额财产是怎么来的？”7月8日晚10点22分，网友@公民监督员在微博上爆料射洪县瞿河乡派出所所长覃德刚在一段录音中自曝赌博一晚输掉4000元人民币，并有多处房产，价值不菲，更表示参与经商，雇有数十名工人。微博还附上了覃德刚自曝时的录音材料，并请求相关部门彻查。消息一出，立即引起了网友的广泛关注，并纷纷转发、评论，大多数网友认为，以派出所长的收入，这定是一个贪官。记者通过网友@公民监督员微博中发现，该微博也是转发，爆料来自江苏宿迁的一个本地论坛，上面有详细的材料说明，称是无意捡到的U盘的内容。论坛中不仅公布了覃德刚与一女子对话的录音，还公布了覃德刚的警号和照片。录音材料时长9分零8秒，记者听录音后略微听懂，双方争论因父母问题发生纠纷并抓扯，而从录音中双方的称呼，可以确认之前认识，就纠纷事件，女子希望覃德刚本人给出一个明确说法。调查 吹牛显能耐遭下课7月9日晚9点11分，射洪县公安局相关负责人对华西城市读本记者介绍，已对覃德刚停止职务，并要求其接受组织调查，调查结束后第一时间公布调查和处理结果。昨日上午，记者从射洪县公安局获悉，覃德刚涉腐的问题有了结果。7月9日射洪县公安局知晓网络关于覃德刚的情况后，遂宁市公安局纪委、射洪县纪委、射洪县公安局纪委组成了联合调查组，几日来通过房管部门的查询，对覃德刚工作地点、生活地点走访，并和部分群众座谈，查明覃德刚涉腐赌博证据不足。据射洪县公安局有关负责人介绍，覃德刚和妻子名下有房产一套，为1998年单位的集资房。门面两间，2006年购买，总价共计42万元，资金主要来自工资、转业安置费和银行按揭贷款等。所谓覃德刚参与经商，其实是覃德刚帮助其亲属刘某联系过业务一次。16日，射洪县公安局党委开会决定，虽没有直接的证据标明覃德刚涉腐涉赌，但是他“吹牛”的言行给公安系统造成了恶劣影响，解除覃德刚渠河派出所所长职务。随后，记者与覃德刚取得了联系，覃德刚表示接受射洪县公安局的处理。覃德刚介绍，与其对话的是其堂妹，“当时就是为了解决一些家庭亲属纠纷，在堂妹面前显示自己混得好，就嘴快、吹牛，没有想到造成这么恶劣的影响。我时常在想当初为什么要吹牛显能耐，人这么大了，只有吸取教训，今后在别的工作中不要再吹了。”华西城市读本记者 胡旭阳

　　射洪县人民法院一审查明，根据四川省环联汽车部件有限责任公司申请，四川省遂宁市中级人民法院于日宣告四川省环联汽车部件有限责任公司破产。日，四川省环联汽车部件有限责任公司资产清算组“关于该公司职工住房处置和一次性住房补贴办法”规定，原正式职工、离退休职工、l992年1月1日后死亡的职工享受住房补贴，按每年工龄40元计算；现有住房全部处理给原住房户，其面积、单价按有关部门测绘评估，其房价分成套和不成套，最低价15元／平方米，最高价65元／平方米；购房户必须在O日前与清算组签订房屋处理协议，空闲置房解决生产西区卫生室住户外，剩余部份移交四九社区居委会管理。日，四川省环联汽车部件有限责任公司破产清算组（出让方）与四九社区居委会（受让方）签订《资产移交协议书》，该协议书的主要内容为：职工生活区闲置土地、闲置职工住房及相应的土地、未登记的所有原职工闲置住房全部移交四九社区居委会管理，并将移交的财产过户到四九社区居委会名下。四九社区居委会受让四川省环联汽车部件有限责任公司破产清算组移交的财产后，因当时四九社区居委会经济困难，从2003年起先后召开居民代表会议讨论，对有手续的闲置房可出卖。***系***之姐。2004年，***负责四九社区居委会工作。
　　O日，***未经社区代表专门会议讨论同意，便以四九社区居委会的名义，与***签订了二份房屋处理协议书，该协议书的主要内容为：东区7栋14号、15号、22号，按67.2平方米计算，价格为1344元（20元／平方米），东区lO栋l楼2号、6号，2楼27号，计65.69平方米价格1642元（25元／平方米）。二份协议尾部，***签名，加盖了四九社区居委会公章。***于日付清房款2986元。日，***在射洪县地方税务局瞿河税务所为其购买的房屋纳税，该所出具四川省遂宁市销售（转让）不动产发票，买方***、卖方四九社区居委会，项目住房，面积65.69平方米、67.20平方米，核定二份协议房屋分别按7000元的金额完税并分别出具了税票一份，税额分别为280元。***将射洪县地方税务局瞿河税务所出具的二份税票和日四九社区居委会处理闲置房给射洪县瞿河乡七村八组胡远普、向春兰的会议记录提交射洪县瞿河乡房地产管理所，该所于日给***办理了房屋产权过户手续，产权证号分别是房权0010390号和房权0010391号。
　　2010年7月，四九社区居民代昌达、陈益友等人在县级领导信访接待日，反映所在社区属集体所有的闲置居民住房处置不当，个别社区干部及房管部门人员涉嫌弄虚作假、侵占集体财产，该信访件由县级领导批转射洪县人民检察院办理。经射洪县人民检察院调查：2003年5月，四川环联汽车部件有限责任公司破产清算组向四九社区居委会移交闲置房822.18平方米，日由时任居委会主任李波主持召开居民代表会，会议达成可以出售该批闲置房，收益用于社区公共设施建设的一致意见。此后由继任居委会主任***代表社区处理过两次闲置房，第一次于O日处理闲置房6间给社区居民***；第二次于日由***召集居民代表商议将社区轧钢厂闲置房售与射洪县瞿河乡七村八社胡远普、向春兰夫妇，该次会议形成了会议记录，后因胡远普、向春兰认为房屋太破旧而反悔，其买卖未成交。调查中发现***办理房屋产权过户登记手续时，购买社区闲置房屋一事社区代表未作讨论，且向房管登记部门提供的是日社区居民代表讨论处理闲置房给胡远普、向春兰的会议记录，而***提供的税务部门出具不动产销售发票金额与实际购房款2986元严重不符。射洪县人民检察院于日给射洪县房地产管理局出具建议书：认为射洪县房地产管理局在***购买四九社区闲置房办证过户中，存在审查把关不严的情况，特建议根据有关政策法律法规，对***购买四九社区闲置房一事进行处理并在三十日内将结果函告我院。射洪县房地产管理局于日书面告知***：据射洪县人民检察院调查认为　　······
