Via a public/private partnership, The Global Institute for Cybersecurity + Research (GICSR) has been established at NASA/Kennedy Space Center, representing a strategic international collaborative partnership to advance critical infrastructure resilience via innovation in cybersecurity research, technologies, intelligence, information sharing, coordinated response capabilities, and role/performance-based awareness and workforce education.
In addition to ongoing threats of terrorism, hurricanes, earthquakes, tornadoes, wildfires, winter storms, floods, pandemics, cybersecurity threats represent one of the most dangerous and critical threats to global security.
If fully exploited, cyber attacks can do critical harm to global defense systems and critical infrastructures (Aviation and Aerospace, Banking and Finance, Chemical, Commercial Facilities, Communications, Critical Manufacturing, Emergency Services, Energy, Food and Agriculture, Health, Transportation, Water).
No longer can physical and cybersecurity be viewed separately.
Critical infrastructure resilience must incorporate the convergence of physical and cyber security, aligning emergency/disaster and cyber response protocols.
In addition to the protection of physical facilities and systems, civil protection and emergency management include the communications and data technologies reliant on satellites and systems key in increasing timeliness and ultimately the success of response, before, during and after emergency events.
The security of a nation’s critical infrastructures are dependent upon a vast number of sector and cross-sector stakeholders. Successful cybersecurity strategies must incorporate global stakeholders working together as a trusted community to share security situational aw research proactive and reactive countermeasure solutions, tools and technologies, and coordinate incident response and recovery.
Developing and sustaining a real-time situational awareness capacity of global threats and vulnerabilities, understanding the physical and cyber aspects of how infrastructures are functioning and having capabilities to respond and recover from the cascading consequences of infrastructure failures requires a global public-private partnership.
